Climatic Design, LLC developed a whole-building energy model simulation, a comprehensive energy analysis for the 2nd Marine Logistics Group Headquarters (MLG). Simulation results of the Baseline Case and the Proposed Design models demonstrate that annual energy costs of the proposed design is 31.2% lower than the ASHRAE 90.1-2013 reference model and the site energy use intensity (EUI) of the proposed design would be 21.9 KBTU/sf-yr. Per UFC 1-200-02 Section 2-3.1.1, percentage improvement of the proposed model over the ASHRAE 90.1-2013 baseline is 33.6% (Section 2.B.3).
UFC 1-200-02 REQUIREMENT
UFC 1-200-02 requires when using ASHRAE 90.1-2013, energy consumption levels for both the ASHRAE Baseline Building and proposed building alternatives should be determined by using the Performance Rating Method found in Appendix G of ASHRAE 90.1, except for the formula for calculating the Performance Rating, which should be replaced by the following formula:
Percentage improvement = 100 × ((Baseline building consumption − Receptacle and process loads) − (Proposed building consumption − Receptacle and process loads)) / (Baseline building consumption − Receptacle and process loads)

Baseline building consumption = 1,035.6 MBTU
Receptacle and process loads = 259.4 MBTU
Proposed building consumption = 774.4 MBTU
Percentage improvement = 100 × ((1,035.6 – 259.4) − (774.4 – 259.4)) / (1,035.6 – 259.4)
= 100 x (776.2 – 515) / 776.2
= 100 x (261.2 / 776.2)
= 100 x 0.336
